IMPACT Seeks to Improve Incident Response
Cybersecurity threats are growing exponentially, but preparedness varies by country, says Philip Victor of the International Multilateral Partnership Against Cyber Threats, located in Malaysia. When Myanmar was struck by a massive cyber attack last fall, the country's response was far quicker and more effective than, say, the response to the Estonia assault a few years earlier.

"Within two days, they were able to mitigate this risk," says Victor, director of training and skills development at IMPACT.

In an exclusive interview on cyber risks and IMPACT, Victor discusses:

  • The state of cybersecurity in countries served by IMPACT;
  • How IMPACT helps;
  • Lessons learned for other nations.

Victor oversees two divisions within the International Multilateral Partnership Against Cyber Threats (IMPACT). As Director, Policy & International Cooperation, he manages IMPACT's partner countries and oversees the development of IMPACT's relationships between partners in the industry, international organisations, academia and governments.

In his current portfolio, he also oversees the Centre for Training & Skills Development; in his responsibility; he designs, develops and deploys courses and training curriculum targeted to cybersecurity professionals and practitioners globally.

Prior to joining IMPACT, Victor led training and outreach for a national cybersecurity agency. In his capacity, he headed national cybersecurity programmes focused on increasing awareness for Internet users in the country, including enterprises, parents, children and ministries. He also spearheaded national capacity-building programmes and successfully reduced the ratio of cybersecurity professionals to Internet users in the country. Through these initiatives, he also increased the number of cybersecurity professionals in Critical National Information Infrastructure Protection-related organisations.

Victor has over 18 years in the field of Information Technology and 10 years in cybersecurity related industry. Mr. Victor has a bachelor's degree in computer science and is a certified Sensecurity Institute Security Practitioner. He also was awarded as the Senior Information Security Practitioner for (ISC)2's Information Security Leadership Achievement awards 2010. He has presented in conferences, forums and seminars globally and has published articles for publications both locally and internationally.
